The House Ways and Means Committee has issued subpoenas to the legal counsel for three organizations that have received funding from Neville Roy Singham, a leftist megadonor who is currently under federal investigation.
Subpoenas were issued to BreakThrough News, Tricontinental Institute for Social Research, and The People’s Forum. The subpoenas followed letters sent on May 4, 2026, by Committee Chairman Jason Smith (R-MO) that set a May 18 deadline for document production. The organizations had previously declined to provide the requested materials.
The subpoenas compel production of documents related to fiscal sponsorship arrangements, communications with Singham, and interactions with foreign principals.
The subpoenas require documents on fiscal sponsorships involving foreign funds or entities since 2017; contracts with fiscally sponsored projects tied to foreign nationals or entities; employee communications with Singham or foreign principals regarding finances, governance, or structure; lists of foreign donors exceeding $5,000 (direct or indirect, including via shell companies or donor-advised funds); and lists of overseas grant recipients.
In the previous letters, Chairman Smith outlined the Committee’s focus on tax-exempt organizations in a network linked to Singham, a former U.S. technology executive now residing in Shanghai. The letters noted reported funding flows, including over $20 million to The People’s Forum from Singham and his wife between 2017 and 2022 through shell companies and donor-advised funds, and over $1 million to BreakThrough News since 2020 through channels such as the Justice and Education Fund, Progress Unity Fund, and Goldman Sachs Philanthropy Fund.

The Committee stated that it is “examining whether the current legal standards governing tax-exempt status adequately account for this type of foreign-aligned funding arrangement” and “whether such funding arrangements align with Congress’ intent when tax-exempt status was created originally.” It further noted consideration of whether legislative or regulatory reform is needed “to ensure that tax-exempt status is not used to facilitate or obscure foreign influence across an interconnected network of organizations.”
“The legal delays that these Singham-backed organizations have put forward are completely without merit. As we continue our investigation into the tax-exempt sector, there is urgency on the Committee’s part to determine whether and how non-profit funding sources and fiscal sponsorships may have helped to sow chaos and violence in the United States on behalf of foreign actors. Accordingly, we have demanded BreakThrough News, Tricontinental, and The People’s Forum provide documents relevant to our investigation by May 18th,” Smith wrote in the May 18 letter.
Should these entities fail to comply, the Ways and Means Committee is prepared to use all tools at our disposal, including subpoenas, to conduct our legitimate and necessary oversight.
In addition to congressional actions, the U.S. Attorney’s Office for the Southern District of New York is conducting an investigation into Neville Roy Singham’s funding activities and associated organizations. The probe has involved subpoenas for bank records and other financial documents as prosecutors examine potential violations including money laundering, wire fraud, or bank fraud.
According to a report from Fox News, the investigation has reviewed the flow of funds, estimated at approximately $278 million directed by Singham to a network of nonprofits since 2017, often routed through shell companies and donor-advised funds, including the Goldman Sachs Philanthropy Fund.
Singham has directed funding through donor-advised funds, including the Goldman Sachs Philanthropy Fund, and intermediary organizations to a network of U.S. tax-exempt nonprofits, media outlets, and activist groups. Prominent entities in this network include The People’s Forum, Tricontinental, BreakThrough News, CodePink Women for Peace, the ANSWER Coalition, and the Party for Socialism and Liberation.
These groups engage in political activism and organizing geared towards advancing socialist causes. This includes alleged involvement in a number of violent protests.
