It is shocking how the West Coast cities have degenerated into cesspits. Wouldn't it be cheaper to round all of those homeless people up into a kind of shelter, where they are not allowed to leave until they are off drugs, mentally well, and have a job and home to go to?

Well you can't make people clean up but a lot of these people have serious mental issues and need help beyond being clean and sober.
