Newsweek provided context for Trump’s move:
President Donald Trump took a walk on the roof of the White House press briefing room Tuesday morning. Reporters shouted up to him to ask him what he was doing. He replied: “Taking a little walk.”
When asked for comment by Newsweek, the White House press office referred to Trump’s answers from the rooftop.
While U.S. presidents are often seen on the White House lawn or the balcony, rooftop walks addressing the media are unheard of. Trump, however, is known for his spontaneous press conferences in a wide variety of locations.
Trump was spotted on the roof of the White House briefing room around 11 a.m. ET on Tuesday.
After telling reporters he was going for a walk, Trump appeared to make gestures about the recently announced addition to the White House—a new ballroom—but it was not immediately clear what else he was trying to say at a distance.
Oh nothing Trump just walking around on the roof of the White House. Told the reporters he was taking a walk. CNN, will probably say he has dementia later. pic.twitter.com/0dhmFtTvyq

The Independent reported that Trump was up there to survey the spot where the new White House ballroom will be built:
Smack dab in the middle of Washington, Donald Trump found a place that’s trouble-proof — for a few minutes anyway.
The 47th president on Tuesday climbed way up to the roof of the White House briefing room for an unannounced visit so he could survey the site of the massive $200 million East Wing ballroom addition and renovation he announced last week.
Reporters on site at the complex got word that Trump might be making an appearance at approximately 9:40 am, and after an hour of waiting while Secret Service took various security precautions (including the rare placement of counter-snipers atop the West Wing), Trump exited a door leading from the State Dining Room to the roof of the briefing room at 10:45 am.
