Looks like we have to issue a correction. Brian DePena is mayor of the Third World colony that was once Lawrence, Massachusetts. It was previously suggested that he cannot speak English. But he has stepped forward to prove otherwise:

Think what it might do for societal cohesion if DePena’s constituents had to take an English language test before collecting welfare or voting.
