Ohio Reintroduces ‘Heartbeat’ Abortion Bill, New Pro-Life Governor is Expected to Sign

In December, Ohio lawmakers passed a bill that would make abortions illegal once a heartbeat could be detected in a fetus. At the time, former Republican Gov. John Kasich refused to sign the bill, making it law. Pushing back, state legislators came only one vote short of overriding Kasich's veto.

But now, Ohio lawmakers are returning to the legislation, which most observers expect will pass in March.

“Ohio Gov. Mike DeWine, a pro-life Republican, has already vowed he will ‘absolutely' sign the controversial legislation,” Fox News reports. “The bill is being introduced in both houses by Republicans, in the state Senate by Kristina Roegner and in the House of Representatives by Ron Hood and Candice Keller.”

Ohio state senator Kristina Roegner said Wednesday, “The presence of a heartbeat is a universally recognized sign of life. If government exists to protect the weak and vulnerable, then the point when that begins should be clear.”

The “Human Heartbeat Protection Act,” as the legislation is officially titled, could potentially make abortions illegal as early as six weeks. Opponents note that this could ban abortions for women who don't even know they are pregnant yet. But bill advocates point out there is the significance of being able to detect an unborn child's heartbeat at such an early date.

Many see this as a legal showdown that could reach the Supreme Court, potentially overturning Roe. v. Wade.

Planned Parenthood of Ohio denounced the bill immediately, tweeting, “The early introduction of the SB 23, the unconstitutional six-week abortion ban, highlights the misguided and dangerous priorities of our state legislators. This bill seeks to ban abortion before most people know they're pregnant. It's shameful. #StopTheBans”

Ohio Right to Life President Mike Gonidakis said in a statement, “A detectable heartbeat is the clearest indicator that life is present. Ohio law should recognize this reality and protect unborn babies with a heartbeat.”

“Ohio continues to lead the nation in advancing pro-life policy…we believe that the Human Heartbeat Protection Act is the next step in our incremental approach to end abortion-on-demand,” he added.
